Suspense mixed with Romance

I figured out the killer pretty soon after we met that character, and that made the rest of the book less fun for me. I like to be surprised and feel like the author/killer outwitted me. I also felt like the romance was a distraction and I was constantly cognizant that the author was setting up a series in this book. For example leaving breadcrumbs about things that she didn't talk more about in THIS story, but you could tell she would broach in future stories. Overall I enjoyed it, but I prefer Lisa Gardner's books.

This book wasn’t for you, but who do you think might enjoy it more?
Plot was predictable and not particularly engaging. Lucy's relationship was a non-starter and should have been left out. It added nothing to the story.
What could Allison Brennan have done to make this a more enjoyable book for you?
