Interesting Alt-History that could have been much

Entire book is treated as personal memoirs that are disjointed and tell the story from multiple angles. Set in an alternate historical timeline where trains are on elevated rails and Gypsies have bolted on shanties to the side of long haul trains. If a free Appendix was included that listed the Main history that goes along with the secret anexes that this book compiles then it would make more sense.
