Dahmer vs. Gacy (directed by Ford Austin) suggests the premise that DNA from serial killers could help the military develop an advantage in warfare: a cold, killing, human machine composed of evil DNA. This "Franken-warrior" would make modern warfare much more manageable.
The problem is that live clones or "reproductions" of the original serial killers have to be kept in prison on the military facility while their DNA is being harnessed for this "higher purpose"! All havoc is wrought when an accidental laboratory fire allows two of those remorseless killers to escape on a killing spree. You know who those killers are!
